R. Perkins is the Co-Founder and Chief Executive Officer of OmniCore Systems Group (OSG), where she helps public-sector and commercial organizations modernize technology, adopt AI responsibly, strengthen cybersecurity, and move from strategy through implementation. She co-founded OSG to bring the discipline of enterprise governance together with the urgency of mission delivery for organizations navigating complex technology change.
Perkins brings more than 20 years of federal IT leadership to the firm. As Chief of IT Planning and Development at a federal agency, she has governed enterprise IT portfolios exceeding $4.5 billion, directing budget formulation, acquisition strategy, cybersecurity, and workforce planning across 100+ locations and approximately 40,000 personnel nationwide. She designed and led the nationwide rollout of the agency's Acquisition Review System, unifying FITARA compliance, asset management, and procurement oversight into a single platform that cut processing time by 30 percent, and she reduced operating costs by 15 percent through vendor consolidation and cloud and AI adoption. Working alongside federal oversight, standards, and interagency partners, including OMB and NIST, she has advanced more than $2 billion in technology investments through federal governance and review boards.
Perkins's approach to technology is grounded in service. A meritoriously promoted Staff Sergeant in the United States Marine Corps, she deployed to two combat zones, served with the Marine Corps Embassy Security Group safeguarding American diplomatic missions worldwide, and led training for cohorts of up to 700 personnel. As a service-disabled veteran, she leads OSG with the same standards of accountability, integrity, and mission focus that defined her military career.
She holds an MBA and a B.S. in IT Business Management from the University of Phoenix. Her credentials include the Project Management Professional (PMP) certification, ITIL Foundation, along with CISSP cybersecurity training.
